BELLEVIEW, FL (352today.com) – There will be a new Community Development District (CDD) in a subdivision located in Marion County’s second largest city.
The Belleview City Commission (BCC) approved the CDD for Bellehaven, a multi-phase subdivision that is being built on the vacant property just off SE 58th Ave. in the vicinity of SE 102nd Place Rd., at its meeting Sept. 3, 2024.
The petition to establish the Bellehaven Community Development District was submitted by attorney Jere Earlywine of Kutak Rock LLP Tallahassee, who made the presentation before the city commission.
The BCC gave its approval for the development back in 2007 when Kirk Boone from Bellehaven Properties LLC was named as the owner. However, the project was stopped due to the economic decline.
The developer is A-Plus Homes, and the 1003 home subdivision is being built on 219.15 acres of land. According to the agreement, the developer will be responsible for making the repairs and improvements at its own expense for the period of one year after the completion and the city’s approval.
Once A-Plus Homes finishes the first year of maintenance and upgrades in Bellehaven, they will arrange a final inspection with the city. If the city gives the green light, Belleview will take over the maintenance of just the water and sewer systems. All other improvements will be looked after by either the developer or the homeowners’ association.
A statement of estimated regulatory cost for the proposed facilities is $44,132,256 that will be shared by the CDD and the City of Belleview. However, the developer reserves the right to privately finance the improvements and transfer them to the homeowners’ association upon completion.
Tillman & Associates Engineering, LLC is doing all of the design work and permits for the project.
The proposed facilities and estimated costs for the development are as follows:
- Public Earthwork, $15,062,409 with the ownership and maintenance entity being the CDD
- Sanitary Sewer, $5,352,321, the City of Belleview
- Potable Water, $2,167,890, the City of Belleview
- Stormwater Management, $4,405,957, CDD
- Roadways, $5,388,303, the City of Belleview and the CDD
- Hardscape, Landscape and Irrigation, $2,000,000, CDD
- Conservations Areas, n/a, CDD.
- Off-Site Improvements, $800,000, City of Belleview and Marion County
- Professional Services, $1,600,000, CDD
- Contingency, $7,355, 376, CDD
Once all of the permits have been issued by the governmental authorities, A-Plus Homes will begin to construct the wastewater improvements. The City of Belleview will pay up to $2,500,000 of the cost of the wastewater improvements which are currently estimated at $2,429,033.85 without any extra costs included. If the total cost exceeds $2,500,000, the developer will be responsible for paying the difference. The sewer improvements referenced are off-site improvements.
The initial board of supervisors for the CDD will be composed of Chris Armstrong, Alec Morris, Allison Martin, Andrea Aghar. and Gina Goodyear.
