To achieve this recognition, Ocala’s Budget Department demonstrated excellence in meeting rigorous, nationally recognized guidelines for effective budget presentation. The evaluation focused on how well the budget serves as a policy document, a financial plan, an operations guide, and a communications device. Ocala’s budget was rated “proficient” in all four categories and satisfied all 14 mandatory criteria required for this distinction.
