OCALA, FL (352today.com) – The second and final reading for the sale of beer, wine and liquor for on-premises consumption for 3100 College Road Holdings, LLLP, doing business as Paddock Market was unanimously approved by the Ocala City Council at their meeting on Tuesday, Feb. 17, 2026.
The site property is an 89,250 square-foot mixed use commercial market, said Endira Madraveren, City of Ocala chief planning official. There are 614 proposed seats with 74 employees. The provided parking for this particular parcel at the mall is 250 spaces. The hours of operation are proposed to be from 10 a.m. to 2 a.m., Monday through Saturday, and 12 p.m. to 2 a.m. on Sunday. The address is 3100 SW College Road, Unit 300.
Seven calls of service have been made over the past two years, four of which were self-initiated security calls. There are two establishments within a 500-foot radius, which sell alcoholic beverages, a Walmart Supercenter and Kwik King. There are no daycares, schools or churches within that same radius.
City of Ocala staff recommended approval.
Rod Feiner, an attorney with Coker & Feiner, who represented the owners, and acts as their general and corporate counsel, spoke before city council. Paddock Market sits on the site of the old Sears property. It’s a marketplace, including and adjacent to various restaurants; the restaurants all have 4COP Special Food Service liquor licenses, and the alcoholic beverages will all be for on-premises consumption only. There are no exterior premises. There’s no outside consumption off the premises. The owner meets all of the requirements.
Each of the individual restaurants has to have a license. The owner has the location permit, which is valid for one year, according to the city’s code, and then the individual applicant would have to go forward because the owner has a general one, and then they would have to apply to the state and show the city that they have the appropriate state license for the location in that one-year timeframe, and that’s how they get an individual license, said Feiner.
“We as the landlord and the owner get to procure the general location permit because the city is required to sign-off on any permit we send to the state to get it approved,” said Feiner.
