BELLEVIEW, FL. (352today) — The City of Belleview is proud to announce significant progress on the ongoing Wastewater Treatment Facility (WWTF) Expansion Project. Within the past week, the project team has achieved three major construction milestones, marking another step forward in modernizing one of the city’s most essential public utilities.

Crews have successfully set and poured concrete for the new Influent Lift Station structure, completed construction and leak testing on the Effluent Tank, and finished leak testing on the #3 Sequencing Batch Reactor (SBR) tank, with work now beginning on the installation of critical piping and valves. These accomplishments demonstrate continued momentum as the project stays on schedule for completion in September 2026.

The WWTF Expansion is being undertaken to meet Belleview’s growing demand for wastewater treatment services and to ensure continued compliance with state and federal environmental regulations. The upgraded facility will increase treatment capacity, improve system efficiency, and enhance water quality protections for local waterways that ultimately flow into the region’s aquifer and natural systems.

As Belleview continues to experience steady residential and commercial growth, this expansion ensures the city’s infrastructure keeps pace with development while safeguarding environmental integrity. The project also positions the city to better handle peak flows during heavy rainfall events, reducing strain on existing systems and maintaining reliable service for all residents.

“This project represents one of the most important infrastructure investments in Belleview’s history,” said Bob Titterington, Public Works Director. “We are upgrading essential components of our wastewater system to improve capacity, safety, and sustainability. The construction team has done an excellent job maintaining both quality and schedule, and the results are beginning to show.”

Titterington added that the coordination among engineering teams, contractors, and city staff has been exceptional. “Every milestone brings us closer to providing a facility that will serve Belleview for decades. The planning and effort that went into this project ensure that we’re building not only for the needs of today but also for tomorrow’s growth.”

According to Chief Plant Operator Richard Dyches, the new systems and upgrades will dramatically improve the facility’s reliability and operational performance.

“The expansion includes new treatment basins, updated control systems, and improved processing capabilities,” Dyches explained. “These improvements will enhance the plant’s ability to efficiently handle increased flow while maintaining consistent quality. It’s a big step forward for both our operations and environmental stewardship.”

Dyches also emphasized the importance of proactive maintenance and long-term planning. “By expanding and modernizing now, we’re preventing potential system stress in the future. It’s the right move at the right time for Belleview.”

City Administrator Mariah Moody highlighted how the WWTF expansion supports the city’s overall strategic priorities.

“Reliable infrastructure is the backbone of every growing community,” Moody said. “This investment reflects the City Commission’s commitment to long-term sustainability, the environment, and responsible growth. We’re pleased the project moves forward smoothly and Belleview remains on schedule to deliver a stronger, more efficient wastewater system for our residents.”

Moody noted that the city’s focus on infrastructure modernization is part of a broader vision for service reliability. “When we strengthen essential utilities like wastewater, we’re directly supporting economic development, housing, and quality of life. Construction will continue through 2025 and into 2026, with upcoming work focusing on completing process piping, electrical connections, and system testing. Once operational, the expanded facility will provide the City of Belleview with increased capacity, energy-efficient operation, and improved redundancy for future growth and emergency response.
