UPDATE: OPD releases identity of hit-and-run driver who killed a pedestrian and injured an officer

OPD says one driver killed a pedestrian when he plowed into a crash scene. OPD says the driver took off and seriously injured a police officer when he crashed into a patrol car. The hit-and-run driver died from injuries from the second crash.
